Daiva -varnashram dharma.....how is it meant to be implemented?

Srila Bhaktivinoda takura instructed his son to implement daiva-varnashram.....so it has been around for a considerable time.Why has it failed to take off....What should the mood and role of laxmi be within this society....?
In other words Profit taking by householders ....how should the profit taking be seen and veiwed?What is its place within Iskcon...or is it meant to be free enterprize based,devoid of iskcon control....or localised management control is completely essential?This in my veiw would intergrate non-devotional persons within the fabric of devotional environment...do we want this now?Your genuine comments and veiws would indeed be appreciated ....

Sorry ccd i possible have failed to appreciate the actual skope of Srila Bhaktisiddantas Implementation of daivi-varnashram Prabhu.....Please feel free to comment in concise detail please ....so i and others can further appreciate him and his vision.Hare krishna....i am interested !
