not necessarily, there are people that suffer and as a result they become more mature and compassionate, others develop anger and hate...some people did not suffer much and they seem to be empathic and generous.

The more I suffer the more I feel like non-devotees should also get what they deserve. But I think that is temporary, inside it is meant to reform us and we can empathise with others suffering if they want to share it.user [72] · 2007-08-03

Compassion means you see other people suffering, you feel it, identifying it with your own experience.Compassion means you go out of your way to help even apparently undeserving people, cause you remember how far you were from Krishna.
To have compassion you have to feel some happiness and peace and you want to transmit it, the way you got it: via mercy, patience and association.

Because you think that others enjoy more than you, you are envious and suffer even more.Enviousness is the opposite side of compassion.
You cant feel compassion:
1) if you are too lusty after material things
2) if you suffer because of that lust
Make an experiment. ask a gross materialist what is compassion; doesnt have it, cant explain it.
