Look at the top of the published GBC resolutions from 1993 onwards and you will see that it was registered in 1993 in West Bengal under the name ISKCON Governing Body Commission Society.
For some reason it does not contain a single reference to the Direction of Management that Prabhupadas states is the "Particulars of the Governing Body Commission."

Its because of the liability. ISKCON is not a centralised entity, so even if one part is liable for the lot, no other should suffer? [b]Thus GBC is not to blame anyways..user [140] · 2007-08-31
Looks like I have found some required reading material on the matter,it appears the GBC with finally have its day in court, a Long Island NY court. Here is the spirit of the counter suite filed by the devotees of Iskcon Long Island NY USA "
" This Counterclaim questions their authenticity. If the relief is granted by
the judge, as all the legal experts are saying it will most probably
be, then this West Bengal Society will be barred from representing
themselves as the '93GBC of ISKCON'94 around the world and collecting
donations in the name of ISKCON. They will be held accountable for
causing the bad name of ISKCON and will need to pay up to at least $1
Billion in damages to ISKCON. "
