Animals dont suffer for sins, what about dvi-pada pashus?

Pandu prabhus question reminded me of this question which i had a few months ago but never got a chance to ask my spiritual master.

We know that animals dont suffer for their sins because they are just suffering their karma. What about the peculiar type of animal mentioned in the Vedas known as the dvi-pada pashu?

Before you dismiss my question outright, remember that there are many types of human births, I believe the uncivilized men are a different species. So we can assume they are all punished differently?

We often hear that is why the people of India are suffering so much. They have an elevated birth for spiritual achievement but are wasting it by not considering their eternal nature as spirit souls. They are enamored by the opulence of the western countries.

Many Westerners are simply following their dharma as best they understand and therefore have been blessed with opulence for some time.

dvi pada pashus (mankind) are fully responsable, and to the degree that have knowledge. As you say, India is being punished severely cause you have the knowledge available and people still turn their backs

i read somewhere in the SB that degree of advancement is relative to your position, e.g. for a brahmana is sin to sip a drop of liquor but a shudra that drinks with moderation is considered advanced. Sannyasis are forbidden to speak to a women privately, scriptures order grhastas to approach wife to have children, etc
