What is "Pariprashnena"?

This is my first question. I think it would be good for us to compile some guidelines for inquiries, and perhaps we could churn some nectar from this angle.

What is the meaning of "Pariprashnena"?

What are the qualifications of the one who inquires?
What are the qualifications of the one to whom they inquire?
What are the characteristics of the valid inquiry?
What are the characteristics of the invalid inquiry?

I would like to hear discussion of these points on the basis of our philosophical texts.

No need to debate on something already explained in the forum guidelines and our non-debatable policy. Whoever thinks they are not good or insufficient is welcome to create her/his own forum. We can even help in the setup.
