Who creates the demigods? (maybe just for VEDA)

Here:
SB 3.10.17: The fifth creation is that of the controlling deities by the interaction of the mode of goodness, of which the mind is the sum total.

this is part of the prakrita creation but then you read:
SB 3.10.27: O good Vidura, these last three creations and the creation of demigods (the tenth creation) are vaikrita creations, which are different from the previously described pruc0u257 krita (natural) creations.

SB 3.10.28-29: The creation of the demigods is of eight varieties: (1) the demigods, (2) the forefathers, (3) the asuras, or demons, (4) the Gandharvas and Apsaru257 s, or angels, (5) the Yakshas and Ru257 kshasas, (6) the Siddhas, Cu257 ranas and Vidyu257 dharas, (7) the Bhu363 tas, Pretas and Piu347 u257 cas, and (8) the superhuman beings, celestial singers, etc. All are created by Brahmu257 , the creator of the universe.

So in the fifth creation you have the creation of the controlling deities/demigods by the external energy of the Lord but then it says that they are created by Brahma and are Vaikrita creation.

There are (at least) two sets of devas. Primordial ones like Agni, Varuna, Vayu, etc., are born from the cosmic shell. Others are born from Brahma and his rishi sons (not on SB 3.10.28-29 list).

(Suhotra P. gave an example of yaksas who descend in different genealogical lines, according to Mahabharata and Agni Purana. Some appeared at the same time as Brahma, from out of the shell of the universe. Some descended from Kasyapa, some descended from Pulastya.)
