How to manage a temple,according to Srila Prabhupada?

There are now many kinds of management claiming to follow Srila Prabhupada instructions:what is your opinion?

apart from the usual Sunday feast class, morning program, etc foremost is to set priorities in proper sattvic place.*first individual devotees spiritual interest, then temple development
*first using fully the assets for spreading KC under the current possibilities, then money matters
*first integrity, then material and so called spiritual (for Krishna (?) temple organization needs

Remembrance of Shrila Prabhupada as it is serve to inspire me. All else distracts me from him IMHO while others instructions simply serve to confuse me.
