Yes confirmed. Speaking on this Padma Purana verse elsewhere, Prabhupada states that we believe in the evolution of consciousness. This consciousness is what accounts for the different forms of material bodies. "According to ones desires and activities, material nature places one in various residential quarters. The being himself is the cause of his attaining such residential quarters and his attendant enjoyment or suffering." Gita 13.21 purport.

After pralaya there is water everywhere so there are aquatic life forms. However, they dont spring out of matter but from superhumans:"From the womb of Timi [wife of Kasyapa] all the aquatics took birth..." SB 6.6.26
