How to prevent worms in grains?

Greetings.
I would like to ask for your input on a food problem:
Lately, I have been noticing there are worms in my grains, it appears they are moth worms. The grains are only a small household stock, bought per 1 kg or 0.5 kg at a regular store. I store them either in the original package or in a plastic bag. All the bags seem reasonably well-sealed, as we have done it for years. But this year is the first year that there is such a worm infestation.
I have noticed on some bags that there are small holes in them. The most affected grains are whole grain barley and whole grain oat, and kamut. Also brown, white and corn flour, and corn semolina.
There are worms even in packages fresh from the store.
I am in the process of repacking all the grains and everything else in tightly sealed glass containers.
Is there anything I could do to keep the worms away?
Also, should all the grains be discarded once there is a worm in the package? I have discarded so much already (gave to the birds), but frankly, this is getting costly.
And what about using that food for offerings?
