If someone wants to be an atheist, he chooses pramanas in his favor and disregards others. In a Vedic debate the strength of pramanas is important. Theres a hierarchy of pramanas, see Tattva sandarbha.

However the common misunderstanding is that there are only three kinds of pramanas. Prameya ratnavali discusses quite a number of pramanas, it is concluded that the valid pramanas are pratyaksa, anumana and sabdha. All three are valid (unlike for example a tradition). Out of the three the last one is the most important, however it is not limited to sastra.
